SAP RISE with S/4HANA Cloud PCE: Greenfield Implementation (Federal Services)

Role: Delivery Lead for SAP NS2 PCE engagement — primary liaison between the customer, SAP NS2 operations, and the internal functional/BASIS teams across a 16-month program.

Key Challenges

Under RISE with SAP, SAP owns the infrastructure and basis layer (OS patching, HANA upgrades, backups), but the customer retains responsibility for configuration, transports, and performance. Defining and enforcing this boundary — especially during incidents — was an ongoing governance challenge. Early in the project, escalations were misdirected, delaying resolution.
NS2 PCE operates within a FedRAMP-compliant boundary, restricting standard BTP connectivity patterns. Establishing Cloud Connector tunnels and BTP Integration Suite iFlows required additional security review cycles and non-standard SCC routing — extending the integration workstream by six weeks.

Solutions Implemented

Designed and implemented a RACI-based escalation matrix that clearly delineated SAP NS2 Ops responsibilities (infrastructure SLAs, HANA patching, system copies) vs. customer/delivery team responsibilities (transport management, performance tuning, BTP configuration). Established a weekly operational sync with the SAP NS2 technical account team to manage proactive change requests and minimize unplanned downtime.
Worked with SAP NS2 network team to implement a dedicated Cloud Connector host within the customer's secure enclave, configured with a two-tier SCC master/shadow setup for HA. Tuned JVM heap, Backend mapping, and principal propagation settings to achieve sub-1-second Fiori OData response times within the FedRAMP boundary.

The Results

Program delivered on schedule with a 99.96% system availability SLA achieved in the first quarter post-go-live. The RACI governance framework was adopted as a standard template for subsequent NS2 PCE engagements within the delivery organization. BTP Integration Suite processed 600K+ messages per month with no SLA breaches, and the customer achieved full Fiori activation across 14 business process areas within 45 days of go-live.
